Dr. Mills served in three previous decennial censuses, two of which he managed. He directed the conduct of an annual population and housing survey in the USVI from 2001 to the present and has extensive experience and knowledge of census operations. Mills is well versed in Virgin Islands field geography and data collection processes, and has served as leader of the Virgin Islands Census Data Center since 1988.
"Every census poses its own kinds of challenges, but with an energetic management team, a good group of interviewers and the cooperation of the public, we should be able to deliver our primary objective of a complete count of all residents of the Virgin Islands," Dr. Mills said. "The Virgin Islands cannot afford to miss persons in the count, as federal support dollars for the Territory over the next ten years will be decided by the 2010 Census count," he added.
Dr. Mills will be supported by Mr. Alfred Giglitto, who has been selected by U.S. Census Bureau Director Robert Groves as the 2010 Census Advisor for the U.S. Virgin Islands. Mr Giglitto, a veteran counselor, served as Census Advisor to the USVI in 2000.
Local Census Offices will be opened in St Croix and St Thomas in the near future, at which time telephone numbers will be publicly provided for residents who may have an interest in working for the 2010 Census.
